  • Meta charges for every delivered template message, by category and by the recipient's country — not yours.
  • Volume discounts are included: Meta lowers the utility and authentication rate once a month's volume passes set thresholds, and the lower rate applies only to the messages past each threshold. Meta counts across all your numbers in the same country.
  • Utility templates sent inside an open customer service window are charged like any other from 1 October 2026.
  • Conversations that start from a Click-to-WhatsApp ad open a 72-hour window in which every message is free — not counted here.
